Create Display Rules Library Folder
- You are authorized to handle libraries for a specific customization level (L1-Headquarter, L2-Region, L3-Country, or L4-Project.
 
- System Manager is in Engineering mode.
 
- In System Browser, select Management View.
 
- Select Project > System Settings > Libraries > L1-Headquarter or L2-Region or L3-Country or L4-Project > [folder] > […] > [library].
 
- Click the Library Configurator tab.
 
- Click New 
 and select New Application Rule Root Block. 
- In the New object dialog box, type a Name. The Description field is populated automatically.
 
- Click OK.
 
- The new folder is added to System Browser.
